A power steering boot (also called a steering rack boot, bellows, or gaiter) is a flexible sleeve that covers the ends of the steering rack and inner tie rods on rack-and-pinion systems. Its job is to seal out dirt, water and road debris, protecting the rack bushings and inner tie-rod joints so they last longer.
